Well...not really the same word. Although the University of Michigan News Service doesn't provide any information about the language of the survey, either it was in English (and selected an unrepresentative elite) or it was in translation (and wasn't the same word). The ancient Greeks (who invented "Democracy") meant something very different from what we think of as democracy.
Since we aren't told what word was used in Arabic (if it was Arabic), we have no idea at all about the historical, social and political connotations of the concept that was being measured.
